Deborah Hobbs, PhD

Majority Partner, Spectrum RED

Ph.D. in Administration, Curriculum, and Instruction (Instruction emphasis) from the University of Nebraska. Dr. Hobbs is the Majority Partner of Spectrum RED, LLC, and a Senior Evaluator. Dr. Hobbs has worked in education for 38 years as a classroom teacher (English), a district staff development specialist, the national director of TALENTS UNLIMITED (the largest program in the gifted and talented category of the National Diffusion Network), an Associate Professor of Elementary Education at Utah State University (where she was recognized as Teacher of the Year for the College of Education in 1993), and a private consultant. Dr. Hobbs has authored and edited numerous peer-reviewed articles in journals and books.


Thomas Shuster, PhD

Board Chairman, Spectrum RED

Ph.D. in Psychology (Research and Evaluation Methodology emphasis) from Utah State University. Dr. Shuster is the Board Chairman and Managing Partner of Spectrum RED, LLC. He has worked in public education for 28 years, serving in a variety of capacities including teaching, curriculum specialist, administration, and research and development. Dr. Shuster has overseen the growth of Spectrum RED from a two-person operation working with a few Utah school districts into a thriving organization with a team of professionals serving school districts, public health entities, government institutions, and nonprofits across the country.


Clint Eliason, PhD

Chief Operating Officer, Spectrum RED

Ph.D. in Psychology (Research and Evaluation Methodology emphasis) from Utah State University. Dr. Eliason is COO and Execitive Director of Research and Evaluation at Spectrum RED, LLC. In this capacity, he oversees day-to-day business operations, office and research / evaluation staff, and all ongoing research and evaluations for the company--currently, over forty projects collectively funded at about $50 million.
