Spectrum RED, LLC provides research, evaluation, and
development / grant-writing services to clients in education, state and local goverment,
public health, and non-profit service.
Spectrum RED's staff of professionals comprises evaluators, technical writers, and
support staff. Our evaluators hold doctorate-level degrees in Psychology (Research
and Evaluation Methodology), Curriculum and Instruction, and Educational Leadership.
Other staff hold degrees and/or certifications in English (Professional & Technical
Communication emphasis), Information Systems, Instructional Technology, Interpersonal
Communication, Business Administrative Support, and Economics (Business
Administration emphasis).
Spectrum RED works with clients across the United States and Virgin Islands: school
districts, public health entities, state offices of education, universities, community-based
organizations, tribal governments, etc. We develop long-term relationships with
our clients so that we can assess their needs, help them secure needed funding and
resources, and evaluate their progress toward meeting institutional objectives.
Spectrum RED is a woman-owned small business, serving clients since 1997. The ownership
group comprises Deborah A. Hobbs, Ph.D. (Senior Evaluator / Majority Partner), Thomas
A. Shuster, Ph.D. (Board Chairman / Managing Partner), and Clint B. Eliason, Ph.D. (COO / Partner).
Our main office is located in North Logan, Utah on the Utah State University Innovation
Campus. We also have branch offices in Auburn, AL and Wilmington, NC.
